UNWTO(유엔세계관광기구) ST-EP(스텝)재단 이사장과 유엔 지속가능개발목표(SDGs) 자문위원으로 활동하고 있는 도영심 이사장이 지난 19일 스위스 다보스포럼에 참석했다.

안토니오 구테헤스 신임 UN사무총장이 개최한 유엔 지속가능개발목표(SDGs) 자문회의는 지속가능개발목표 이행 경과와 향후 추진방향에 대해 논의하는 자리다.

이날 자문회의에서 도 이사장은 미래 지속가능한 개발에 대한 폭넓은 의견을 참가자들과 교환했다.
한편, 도영심 이사장은 지난 2006년부터 스텝재단 이사장을 맡으면서 '지속가능한 관광을 통한 빈곤 퇴치'를 모토로 내걸고 개발도상국 관광개발 등을 지원해온 바 있다.

아시아권·여성 최초 도전장…"관광산업 키워 부의 불균형 완화할 것"

도영심 유엔세계관광기구(UNWTO) 스텝재단 이사장이 유엔세계관광기구 사무총장 경선에 나선다. 스페인 마드리드에 본부를 두고 있는 유엔세계관광기구는 158개 회원국을 둔 국제기구로 개발도상국들의 지속 가능한 관광 진흥을 지원하는 유엔 기관이다. 이 기구는 지난 92년 역사에 아시아 출신 사무총장을 한 번도 배출한 적이 없어 도 이사장의 야심 찬 도전이 주목된다.

유엔 산하 국제기구에서도 유네스코(UNESCO)를 제외하고 별다른 여성 대표가 없어 도 이사장이 경선에서 승리한다면 최초의 아시아권, 여성 사무총장이 된다.

지난 19일 스위스 다보스에서 매일경제 취재진과 만난 도 이사장은 "관광산업을 육성하면 부의 양극화 현상을 극복할 수 있다"며 "이런 목표를 보다 적극적으로 실천하기 위해 오는 5월 치러질 유엔세계관광기구 사무총장 경선에 나서겠다"고 말했다. 도 이사장은 18일까지 마드리드에서 출마 준비 활동을 하고, 다보스포럼에 1박2일 일정으로 참가하는 등 본격적인 선거 준비에 나서고 있다.

도 이사장은 2006년부터 스텝재단 이사장을 맡아 '지속 가능한 관광을 통한 빈곤 퇴치'를 기치로 내걸고 개발도상국 관광 개발 등을 지원해왔다. 도 이사장은 "스텝재단 일을 맡아오면서 유엔세계관광기구 안팎에서 신뢰를 구축했다"며 "중국•일본이 출마를 포기했기 때문에 가능성이 있다고 본다"고 말했다.

유엔세계관광기구는 158개 회원국 중 33개 집행 이사국이 투표로 사무총장을 선출한다. 도 이사장 외에 브라질 조지아 세이셸 출신 인사들이 사무총장직 경선에 나설 것으로 알려졌다. 집행 이사국은 중국 일본 인도 독일 프랑스 이탈리아 케냐 멕시코 페루 사우디아라비아 등이 있다. 유엔세계관광기구 사무총장은 최근 20년간 프랑스(12년)와 요르단(8년)이 독식해왔다.

한편 서울중앙지검은 문화체육관광부가 국고보조금 횡령 등의 혐의로 도 이사장을 고발해 수사했지만 지난해 11월 말 증거불충분으로 '혐의 없음' 처분을 내렸다.

On 23rd of January, 2017, Amb. DHO Young-shim, Chairperson of UNWTO ST-EP Foundation & UN SDG Advocate visited the UN ESCAP-ENEA Office in order to attend the Homecoming Reception for the 8th UN Secretary-General Mr. Ban Ki-moon held in UNESCAP, Incheon, Republic of Korea, which brought together 177 participants including staff from all UN offices and international organizations located in the Republic of Korea. Mr. Kilaparti Ramakrishna, director of ESCAP's East and North-East Asia led the event. UNWTO ST-EP Foundation hosted the reception, and Amb. DHO made a speech for Mr. Ban Ki-moon.

Mr. Ban Ki-moon has finished his 10-year term as secretary-general of the United Nations. His second five-year term expired at the turn of the new year, and the reins of the U.N. were officially handed over to former Portuguese Prime Minister Antonio Guterres, who was elected as Ban's successor in October. Ban first took office as the U.N. chief on Jan. 1, 2007, and was unanimously re-elected to a second term in 2011. While in office, Ban visited every corner of the globe, traveling to 154 of the 193 U.N. member states.

On 19th of January, 2017, the UN Sustainable Development Goals (SDG) Advocacy Group held its event in Davos, Switzerland. The goal of the event is to welcome in the presence of Mr. António Guterres, UN Secretary General, H.E. Erna Solberg, Prime Minister of Norway, Prof. Muhammad Yunus, Founder of Grameen Bank, Mr. Paul Polman, Chief Executive Officer of Unilever and Amb. DHO Young-shim, Chairperson of UNWTO ST-EP Foundation & UN SDG Advocate.

Before the official opening of the World Economic Forum in Davos, two Sustainable Development Goals Advocates, Colombian singer Shakira and American actor Forest Whitaker was presented with the prestigious Crystal Award on 16th of January in recognition of their tireless efforts to improve the lives of youth through conflict resolution and early childhood education.

At a historic UN summit in September 2015, world leaders unanimously adopted the 2030 Agenda for Sustainable Development, which features 17 Sustainable Development Goals. These Goals aim to create prosperity, improve people’s well-being and address climate change by 2030. Governments, businesses and civil society are already mobilizing efforts to achieve the Goals. Universal, inclusive and indivisible, the Goals call for action by all countries — developed and developing countries — to ensure that no one is left behind..

FITUR & Preparation for 59th UNWTO Regional Commission for Africa

Amb. DHO Young-shim, Chairperson of UNWTO ST-EP Foundation & UN SDG Advocate met H.E Dr. Hirut Weldemariam, Minister of Culture and Tourism in presence of Dr. Taleb Rifai, UNWTO Secretary General and Mr. Carlos Vogeler, UNWTO Executive Director in order to discuss about the 59th UNWTO Regional Commission for Africa.

The fifty-ninth meeting of the UNWTO Commission for Africa and the first conference on Chinese outbound market in Africa will take place in Addis Ababa, Ethiopia from 19 to 21 of April 2017. This meeting is open to the participation of Member States, affiliate members, invited delegations as well as to representatives of the tourism and the media related to tourism.

Also, Amb. DHO had a meeting with H.E. John Amaratunga, Minister of Tourism Development and Christian Religious Affairs during the FITUR in order to discuss about joining the International ST-EP Organization

Amb. DHO Young-shim, Chairperson of UNWTO ST-EP Foundation & UN SDG Advocate participated in the ceremony on declaring 2017 as the International Year of Sustainable Tourism for Development under the UNWTO. The event was marked by a formal reception hosted by H.M. King Felipe VI of Spain at the Royal Palace of El Pardo in Madrid. Nearly 600 participants attended the Official Launch of the International Year of Sustainable Tourism for Development 2017. The event took place in the International Tourism Fair of Spain, FITUR, and will be followed by 12 months of global actions aimed at advancing sustainable tourism contribution to the 2030 Agenda for Sustainable Development.

On the occasion, UNWTO announced the nomination of the Ambassadors of the International Year: H.E. Ellen Johnson Sirleaf, President of Liberia; HM King Simeon II; Huayong Ge, President, UnionPay; Dr Talal Abu Ghazaleh, Chairman, Talal Abu-Ghazaleh Organization and Dr Michael Frenzel, President, Federal Association of the German Tourism Industry
The event also marked the launch of the International Year campaign ‘Travel.Enjoy.Respect’, aimed at promoting sustainable tourism among travelers in partnership with CNN and RTVE.

Signing Ceremony of the Agreement for Establishing the International ST-EP Organization

On 17th of January, 2017, a signing ceremony for the Agreement for Establishing the International ST-EP Organization was held after the 14th Meeting of UNWTO ST-EP Foundation Board of Directors in the presence of Dr. Taleb Rifai, Secretary-General of UNWTO and delegations from Mongolia including H.E. D. Oyunkhorol, Minister of Environment and Tourism of Mongolia who sighed the agreement for the establishment of the International Sustainable Tourism-Eliminating Poverty (ST-EP) Organization.

The event was a significant step towards the International ST-EP Organization. After the domestic approval procedures of the country will open its headquarters. It is designed to conduct activities to foster tourism in developing countries through various research activities and private-public cooperation. The International ST-EP will be dedicated to the elimination of poverty through sustainable tourism.

UNWTO is working together with the government of the Republic of Korea in order to transform the existing ST-EP Foundation into the International ST-EP Organization, as decided at the 20th session of UNWTO General Assembly in Aug. 2013 in Zambia and Zimbabwe.

UNWTO ST-EP Foundation 14th Meeting of the Board of Directors

The UNWTO ST-EP Foundation convened the 14th Meeting of its Board of Directors on Jan. 17th, 2016 at the headquarters of the World Tourism Organization (UNWTO) in Madrid, Spain, during the international tourism trade fair FITUR.

Amb. Dho Young-shim, Chairperson of UNWTO ST-EP Foundation and UN MDGs Advocate, opened the meeting. Participants included UNWTO Secretary-General, Dr. Taleb Rifai, Dr. Francesco Frangialli, President of UNWTO ST-EP Foundation & Former UNWTO Secretary General and representatives of UNWTO Secretariat and the representatives of participating board members.

The latest projects, implemented through the ST-EP initiative and supported by the ST-EP Foundation, were introduced, as well as the financial situation of the Foundation. It was also an opportunity to evoke the upcoming establishment of the International ST-EP Organization in South Korea.

After the board meeting, H.E. D. Oyunkhorol, Minister of Environment and Tourism of Mongolia signed the Agreement for Establishing the International ST-EP Organization.

On 13th of January, 2016, Amb. DHO Young-shim, Chairperson of UNWTO ST-EP Foundation & UN SDG Advocate visited Kingdom of Bahrain together with Dr. Taleb Rifai, UNWTO Secretary General, invited by H.E. Sheikha Mai bint Mohammed Al Khalifa, Minister of Culture of Bahrain.

During the visit, Amb. DHO attended cultural events organized by the Bahrain Tourism and Exhibitions Authority. That included a series of music concerts at Shaikh Ebrahim Culture & Research Centre staged by Young Jordanian Musician Zaid Deraini and Egyptian Singer Yasmin Ali.

Dr. Taleb Rifai highlights the growth of the tourism industry in Bahrain, and H.E. Sheikha Mai bint Mohammed Al Khalifa mentioned the statistics following a survey conducted jointly between the Bahrain Tourism and Exhibitions Authority (BETA) and Informatics and e-Government Authority.
